Clinical Services at the James O. Goodwin Health Center to Temporarily Close for Remodel

TULSA, OKLA – [June 27, 2024] – The public health clinic at the Tulsa Health Department’s James O. Goodwin Health Center, 5051 S. 129 E. Ave., will be closed to the public beginning July 1st. The facility will undergo an extensive remodel to improve accessibility of the public exterior and interior entrance.  In addition, there will be a complete re-imagining of the space that houses clinical services, the Vital Records Office and a portion of the Environmental Health Services Program

Clients seeking Immunizations, Family Planning services, Sexually Transmitted Infection (STI) services, Adult Health and Child Guidance services can be scheduled at a different THD location.  WIC clients at this location will have the option to schedule appointments by phone or schedule an in-person appointment at a different WIC location.

Non-clinical services offered at the James O. Goodwin Health Center, including Environmental Health, Food Protection, Water Lab and SoonerCare Enrollment Assistance will remain open and accessible to the public during the remodel. Birth and death certificates will continue to be available for Will Call pickup at the Vital Records Office. 

The remodel will include improved accessibility and enhancements in accordance with the Americans with Disabilities Act. To maximize space, the clinic waiting areas will be consolidated. All exam rooms will receive a complete refresh, and 14 office spaces will be added.

Public access points for Environmental Health Services and Vital Records will be relocated inside the facility to make it more convenient for clients and visitors during the remodel with clear signage.  

“We are excited to begin the work to modernize the facility with enhancements that are long overdue,” said Associate Executive Director Reggie Ivey. “There are many people entering the facility every day, making this one of our busiest locations. The public entrance is not clearly defined, and the remodeling will ensure THD builds an ADA compliant entrance. As a result, future visitors will have a safer and more welcoming experience when entering the facility.”

An employee breakroom and restrooms are also included in the project, and client restrooms near the current waiting room space will be remodeled.  

“We are looking forward to serving clients in a clinic designed with input from our public health clinical staff. This was done to make better use of space. The overall client experience will be improved in the remodeled space, which will continue to serve Tulsa County residents long into the future,” said Ivey.

In 1998, THD staff began serving southeast Tulsa County residents when the agency moved into the former Dowell Schlumberger Building. The East Regional Health Center, as it was named at the time, was later renamed in honor of longtime Board of Health member James O. Goodwin. In addition to the public health clinic, the facility houses agency administrative services along with public health programs including Food Protection and Environmental Health services. 

The architecture firm HFG Architecture was selected for the project and has experience designing health care facilities. The remodel will cost approximately $5 million and is funded primarily through local ad valorem tax revenue. A portion of the funding comes through a U.S. Centers for Disease Control and Prevention Health Equity Grant.  

Construction is expected to begin late July and is slated for completion in summer 2025. Staff working in the impacted areas will be temporarily relocated to another facility.

“During this process, every attempt will be made to minimize disruption to clients, visitors and staff. The staff at the Central Regional Health Center, the North Regional Health and Wellness Center, the Collinsville Health Center and the Sand Springs Health Center look forward to welcoming clients during this time,” said Ivey.
